Biden is referring to individual prices and the inflationary pressures on individual items, while the general inflation rate is, just that, general across a selection of items.
If supermarkets put the prices of fresh vegetables up in response to, for example, temporary higher transport costs and those transport costs have reduced in actual terms, then the price of fresh vegetables should follow suit since the increase was only because of temporary price increases.
There's definitely price gouging going on in Australia and I imagine the same over there.
