The Jolani lore is pretty wild in general.
When they captured Idlib they made it more prosperous and free than Damascus and opened up shopping malls.
People would visit the rebel held city as if it was some kind of Las Vegas.
So when they attacked a lot of citizens weren't scared because it was the people that ran the place with the shopping malls and arcades and the only city with more than 2 hours of electricity a day.

It remains to be seen how it shakes out though. If he does allow the Druze and Christians living in the DMZ to join Israel, it would go a long way to create friendly relations with Israel and the west. Next week some EU delegations like France are planning to meet so we'll get a bit more clarity of where things are heading.
A very difficult situation overall. If the US/EU don't consider them terrorists anymore, there is going to be some scrutiny about the whole 'designating groups as terrorists' thing.
Plus Russia could decide that if they lose their bases (as is happening now) they might as well kill him and plunge the country into chaos for the west and Erdogan to clean up.
